Description

The Vacant Rental Improvement Program (VRP) is a state-funded initiative designed to support the rehabilitation of vacant rental units and spaces. The goal is to help revitalize properties and enhance rental opportunities, especially for those needing repair.

We are looking for property owners who meet the following applicant requirements:

• Must own the building.
• Properties must have five or fewer units (before or after completion).
• The building must not be in foreclosure or bankruptcy.
• Vacant units must be uninhabitable or unmarketable.

Prioritization is given to:

• Residents of Essex, Warren, or Washington County.
• Owners of 20 total units or less.
• Mixed-use buildings.
• Projects that align with and advance the town’s economic goals.

Additional Requirements:

• Property owners must be "Responsible Owners" (current on taxes, mortgage, and utilities).
• Projects must result in a complete unit that is ready for occupancy.
